By that I mean those that would have a difficult time transitioning from living in the society of mass and scale to one of local and communal. Awareness of this potential problem among your own people in a local community I would consider the first line of defense, but then unrepentant willingness to cast the troublemakers out must be the next line of defense. Communities unwilling to take a hard line on this even among family and friends would see severe consequences.
