I think your points are basically valid except for this odd idea:

"the requirement to learn the English language, and the cultural deracination of those who are allowed to participate in our society"

We did this already with blacks. They were/are called Uncle Tom's by their own people. Salman Rushdie was almost murdered by a fellow Muslim in the US for offending Allah. You can't "culturally deracinate" anybody because cultural is partially, say 50%, nature, and not nurture. It's why kids of mixed marriages have big identity problems. It's not their fault, mind you.

Better to think in terms of perceived kinship: It works both ways. Rachel Dolazel thinks she's black and the NAACP thought she was too until they got a look at her parents. They then decided she''s not one of them. You need to think of race as looking at a work of art. At first glance you either are attracted or repelled (or neutral). After a while, your cultural overview kicks in and you decide if it's good or not.

I'd also lay off the idea that European culture is superior. Numero uno, Moderism, or modern liberalism, is European culture, and it's committing suicide. Killing oneself isn't exactly a shining example of superiority. Number 2, you don't need to tell people a cathedral is better than a mosque or a Hindu temple or even some mud structure. Self-conscious superiority invites nemesis, revenge by the gods, pride comes before a fall, and all that. Better to walk softly and carry a big stick. Let the other groups decide what you are. They do it anyway.

"We did this already with blacks."

My argument would be that we haven't actually done this with blacks. We passed stuff like the CRA and the VRA and sorta hoped it would do this, but it failed. In fact, American blacks are still culturally more African than American and that's what drive, e.g. their attitudes toward policing, etc.

Well, they did the CRA as a reward for blacks burning down their cities. But, before that there was Brown vs. Board of Education – forced integration in the South.

How are you going to "culturally deracinate" blacks? They cannot compete and they know it.

I don't understand your argument.

As an Irishman, and an alleged European, I would ask that anyone hearing our political leaders rhetoric around many issues, including immigration, takes this onboard. They do not speak for the working class, and increasingly, the middle class here. A coalition of shysters, that cannot win a majority, and so we are stuck with the same faces, spouting shite about multiculturalism, about how we actually need more immigration, not less. They are an invisible government. Immigration is turning Irish people into a minority in some places, overnight, as the coaches travel and deposit the latest batch in. There is a huge gap between what is said by our government, and the reality on the ground. It’s the same throughout Europe. The Danes have had enough, and called a halt. Even the Dutch, probably the most laid back, tolerant people I have come across, and whose cities have been melting pots of different cultures for decades, have had enough. The immigration industry has finally been exposed and the natives are more than a little pissed off about the deceit surrounding the whole fiasco. Expect populist leaders to feature in a lot of European countries in the near future. What’s in place at the moment is unfit for purpose.

> which we now know imprints onto the brains of young children, which is why they learn their native languages heuristically, rather than through rote memorisation as do those who learn a second language after puberty

This is a myth. Adults are far better at learning languages than children, provided they aren’t feral. The only advantage children have is constant involuntary exposure to their target language.

Adults use more heuristics than do children, because children are, relatively speaking, pretty dumb.

True. All culture comes from race. It can have no other source.

Id est, Black Africa is like it is because it's full of Black Africans.

China is like it is because it's full of Chinese.

Mexico is like it is because it's full of Mexicans.

European countries are like they are because they are full of Europeans.

Et cetera.

A country's culture is formed and bounded by the proclivities and abilities of the people who live there.

Echoing alexsys there are limits to what teaching em English and "cultural deracination" can do. Blacks are a lost cause, Asians likewise (albeit much better behaved, they live the Jewish "happy merchant" stereotype).

The Hispanics might assimilate in most of America as the Italians did before them (if we shut down immigration and deport a lot of them, which is also what happened with the Italians). The border area though won't assimilate, like most border regions in the world the people there don't fit neatly into either national box.

This a wild take, the Romans did not want or care for the assimilation of the Goths and Vandals and Franks. The Roman state was concerned with security. To think the elite of any nation cares for the assimilation of others rather than their own interests in misguided. The same view applies for today.

I think the author was referring to new arrivals? From anywhere. Not just Africans. And certainly not with the existing black population, especially those descendants of slaves. I may be wrong. If he is referring to the existing, generational born in the USA blacks, well, that would be impossible to implement.
